About RCY:

Rehabilitation Center of Youth (RCY) Is a non-profit, non-governmental organization and registered with Afghanistan Ministry of Economy on 2006 which registration number (645) working in various fields of construction, health, agriculture, education and social protection. RCY is operating in the field of orthopedic and physiotherapy services in Jalalabad, Khost, Daikundi and Herat provinces. This project is funded by Dutch Ministry of Foreign Affairs.

Responsibilities:

  1. Project Planning and Implementation:
    • Develop comprehensive project plans, timelines, and budgets in collaboration with key stakeholders and partners.
    • Coordinate the implementation of project activities, ensuring adherence to project goals, objectives, and performance indicators.
    • Monitor project progress, milestones, and deliverables, proactively addressing any challenges or deviations from the plan.

 

  1. Team Leadership and Management:
    • Recruit, train, and supervise project staff, including clinical teams, administrative personnel, and support staff.
    • Provide guidance, mentorship, and support to project team members, fostering a collaborative and high-performance work environment.
    • Conduct regular performance evaluations, coaching sessions, and capacity-building activities to enhance team effectiveness and efficiency.

 

  1. Partnership Development and Coordination:
    • Establish and maintain effective partnerships with government agencies, healthcare providers, NGOs, community organizations, and other stakeholders.
    • Coordinate with project partners to leverage resources, expertise, and networks for program implementation, advocacy, and sustainability.
    • Represent RCY Organization in coordination meetings, workshops, and forums to promote project objectives and facilitate collaboration with relevant stakeholders.

 

  1. Financial Management and Resource Mobilization:
    • Oversee project budgets, expenditures, and financial reporting in accordance with organizational policies, donor requirements, and regulatory standards.
    • Monitor project funding sources, grants, and contracts, ensuring compliance with donor agreements and reporting obligations.
    • Identify opportunities for resource mobilization, fundraising, and grant applications to sustain and expand project activities.

 

  1. Monitoring, Evaluation, and Learning:
    • Develop and implement monitoring and evaluation systems to track project progress, outputs, outcomes, and impact indicators.
    • Conduct regular assessments, surveys, and data analyses to measure project effectiveness, identify lessons learned, and inform decision-making.
    • Utilize monitoring and evaluation findings to improve project performance, adapt strategies, and document best practices for knowledge sharing and dissemination.

 

  1. Monitoring, Evaluation, and Learning:
    • Designing and implementing the work plan and obtaining approval from the project manager.
    • Necessary coordination in the advancement of activities.
    • Regular creation of filing system.
    • Providing accurate daily, monthly and quarterly reports to direct supervisors.
    • Run and update databases.
    • Correct use of materials, tools and equipment related to the office.
    • Regulating, maintaining and taking care of the property and goods of the department.
    • Develop and streamline operational efficiencies.
    • Contact delinquent accounts.
    • Raising the level of knowledge and capacity building.
    • Compliance with all ethical code, code of conduct, disciplines introduced by the organization.
    • Obtaining complete knowledge about the organization and all the policies of the organization.
    • Stay current with all regulations, requirements, and laws of government of Afghanistan
    • Good behavior with clients and staff.
    • Inform the direct commander in time of any kind of accidents that have happened.
    • Carrying out other tasks assigned by the department.

 

Qualifications:

  1. Bachelor's or Master's degree in public health, international development, project management, or related field.
  2. Minimum of 5 years of experience in project management, preferably in health-related projects or NGO settings.
  3. Strong leadership, interpersonal, and communication skills, with the ability to motivate and mobilize teams towards common goals.
  4. Proven experience in project planning, implementation, monitoring, and evaluation, with a focus on results-based management.
  5. Demonstrated ability to build and maintain effective partnerships with diverse stakeholders, including government agencies, donors, and communities.
  6. Proficiency in financial management, budgeting, and grant administration, with knowledge of donor regulations and reporting requirements.
  7. Excellent analytical skills, with the ability to interpret data, generate insights, and make evidence-based decisions.
  8. Fluency in spoken and written Dari or Pashto; proficiency in English language desirable.
  9. Strong computer skills, including proficiency in MS Office applications and project management software.
